Approach A2: Improving National Information Exchange and Registration Practices

Background

In 2001, Australia’s transport ministers endorsed a nationally agreed set of best practice principles (BPP). Written-Off Vehicle Registers (WOVRs) that comply with the BPP have now been implemented in all states and territories.

As the volume of written-off vehicles processed grows, consistency between all states and territories needs to be optimised to simplify compliance and reduce the opportunities for exploitation by vehicle re-birthers.

 

Work Program

Review of WOVR Consistency - 2003

A review of the consistency with which the national policy has been implemented has found that while implementation has, for the most part, gone very smoothly, there are a small number of inconsistencies which are complicating compliance and may, over time, limit the effectiveness of the national network as a barrier to criminal activity.

A subsequent national workshop of more than 40 key organisations convened by the NMVTRC identified eleven key issues where improved consistency in practice or additional clarification of the BPP was needed.

Improving the Consistency of Managing Written-Off Vehicles

Consultants SJ Wright and Associates were contracted to undertake extensive stakeholder consultation as a basis for developing guidelines to:

  • aid the consistent application of the agreed vehicle assessment criteria and the mutual recognition of identity inspections;
  • improve the consistency of forms and the use of agreed damage codes between jurisdictions; and
  • develop recommendations for the consistent management of written-off vehicles transferred between jurisdictions.

An Expert Reference Group of key stakeholders, convened by the NMVTRC, provided direct input into the policy development process and an early review of project outputs.

Next Steps

The NMVTRC, Austroads and key stakeholder groups have reached agreement on a revised policy.  Implementation timelines are currently being determined by the jurisdictions. Click here for further details.
